Does my registered phone number need to be an Android phone?

No. You can receive a TXT with a verification code during the set up to any registered phone. You will just need to manually enter the code when prompted in the Google Wallet™ app.

You will also receive a TXT on the registered phone once your card is activated for Google Pay™.
